Is 'Blockchain Recovery Specialists' asking for a 'private key escrow fee' a new scam after losing all my ETH?

I'm honestly at my wit's end. About six months ago, I fell for a pretty sophisticated crypto investment scam and lost practically all my savings, like 20,000 euros in ETH. I reported it to the police here in Bordeaux and the cybercrime unit, but they just said it's a cold case, virtually no chance of recovery. I've been getting tons of emails since then, probably from lists shared by the original scammers, offering 'recovery services'.
One of them, 'Blockchain Recovery Specialists,' contacted me last week. They sent a really detailed report, seemed to know a lot about my transaction hashes (which freaked me out a bit), and said they traced my ETH. Now, they're asking for a 'private key escrow fee' of about 1,500 euros, saying it's for some secure, temporary wallet to 'activate the return' of my funds. They even have a fancy website. It sounds so hopeful, but after what happened, I'm terrified of being scammed again. Is this a real thing, or am I just seeing another red flag? My partner says it's definitely a scam, but I just want my money back so badly. Any advice?
