A company called 'Legal Recovery UK' wants a 'court filing fee' – is this a recovery scam?

I was scammed out of about 8k a few months ago, it was one of those investment scams, lost everything pretty much. I reported it to the police here in NL, but they basically said there wasn't much they could do. Then last week, an email arrived from 'Legal Recovery UK'. They said they track these scams and found my case, which felt a bit weird but also kinda hopeful. They sounded really convincing in the emails, talking about legal precedents and cross-border jurisdiction. They even sent me some documents that looked really official.
Now they're asking for a 'court filing fee' of about 1500 euros to start the process of getting my money back. They say it's refundable if they don't win, but I'm incredibly skeptical after getting burned once. My partner thinks it’s another scam, but a part of me really wants to believe it. Has anyone heard of these guys or something similar? Is this a common tactic for legit recovery firms, or am I about to fall for it again?
