FCA impersonators asking for 'regulatory release fee' to get my crypto back. Is this another scam?

I was hit pretty hard by a crypto investment scam a few months back, lost a significant chunk of my savings, like low five figures. It was a really dark time, honestly. Didn't even tell my family the full extent. I reported it to the local police here in Singapore, but honestly, didn't expect much.
Then, out of the blue, I got an email and a WhatsApp message from someone claiming to be with the "FCA Asset Recovery Unit." They knew details about my original scam, which freaked me out a bit, but also gave me a tiny bit of hope. They said they've tracked my funds to a frozen account and need a 'regulatory release fee' – about 2,000 USD – to unfreeze and transfer everything back. They even sent what looks like an official FCA letterhead.
I'm so desperate to get my money back, but after being scammed once, I'm super wary. Is this legit, or am I about to fall for another trick?
