Is 'Global Recovery Partners' legit? They're asking for a 'fund release certificate' after my crypto loss.

I'm so desperate right now. Six months ago I lost a significant amount of my savings to a crypto investment scam – about 15,000 SGD. I reported it to the Singapore police and my bank (DBS), but they said it's very hard to track crypto once it's gone. I felt so stupid and embarrassed, I didn't even tell my family the full amount.
Then last week, I got an email out of the blue from a company calling themselves 'Global Recovery Partners'. They said they had found my case through a "global anti-fraud database" and could help me get my money back. They referenced some details from my original scam that were surprisingly accurate, which kinda made me believe them.
They've now asked for a 'fund release certificate fee' to unlock the frozen funds. It's about 1,500 SGD. They want me to pay it in USDT. I'm so torn. On one hand, it feels like a chance to get my money back. On the other, it's more money, paid in crypto again, and I'm terrified of being scammed *again*. Has anyone heard of these guys or something similar? Is this 'fund release certificate' a real thing?
