My unregulated broker, 'TradeFortress', is demanding a 'tax treaty compliance fee' to release funds. Is this a new scam?

Hey everyone, I'm really freaking out right now. I put about 7,000 euros into this online trading platform called TradeFortress a few months back. They seemed really good, promised high returns on forex, and my account actually showed some decent profit, like another 3,000 euros. I thought, great, I’ll take out some of the profit. But when I initiated a withdrawal, they immediately stopped it. Now they're saying I need to pay a 'tax treaty compliance fee' of 1,500 euros because I'm in the Netherlands and they're supposedly based somewhere else. They sent me a really official-looking document, but it just seems so dodgy. I've never heard of this kind of fee before. Is this legit? Or am I being played? I'm so worried I'm going to lose everything. What should I do?
